Pre-Proposals
Anyone or any group may propose amendments to the National Motor Freight Classification (NMFC). The Commodity Classification Standards Board (CCSB) itself may propose amendments to the NMFC; however CCSB proposals must first go through a pre-proposal public comment period. Potential CCSB proposals, or pre-proposals, are posted here for not less than 30 days to allow interested persons to submit comments and information. Any submissions are likewise posted here for public review and comment. In the interest of confidentiality, the source of the comments is identified only as “shipper/receiver,” “carrier” or the like, and the identity of specific products (model numbers, trade names, etc.) is not shown.
Not less than 15 days’ notice is given before the comment period on a pre-proposal is closed, at which time the Chairman of the CCSB will decide whether to conduct further research, to go forward with a proposal or to take no further action.
Pre-proposals are listed below. Each shows the date it was posted and the date the comment period is scheduled to close. And each includes a CCSB report, the CCSB’s Policies and Directives pertaining to the NMFC, and where applicable, a data spreadsheet and comments that have been submitted. Where the comment period has closed, a decision on the pre-proposal is also included.
